Patch 3.3 brought an early and unexpected christmas gift for Frost-tanks.
The avoidance nerf (“Chill of the Throne” debuff gives 20% less dodge) in Icecrown combined with the buffed amount of threat that each Rune Strike produces has made duel wield Frost-tanking amazingly effective compared to two-hand-tanking. Insane threat plus great passive avoidance (Frigid Dreadplate and one-handed weapon enchants for tanks) and spectacular snap-AoE-aggro (Howling Blast) put Frost in the forefront for death knight tanking in Icecrown Citadel.
Since Threat of Thassarian now proc Rune Strikes for the offhand its silly season on the threatlist. The threat output is simply ridicules.
I smell a nerf incoming so i plan to have fun while it lasts. (i hope Ghostcrawler does not read stuff like this).
The theorycrafting genius Pwnwear has some good reading about the spec worth checking out before diving into duel wielding madness.
